fix(cli): use PowerShell call operator in Copilot hooks windows command

The windows field was a bare quoted path followed by an argument, which is a PowerShell parse error when the hooks runner invokes it via powershell.exe (surfaced as a Warning from Stop hook on every Windows install). Fixed by prefixing with the call operator.
