A page loaded fresh during a deploy runs the newest release, but the new
service worker still arrived as waiting and was reported as an app update,
so the banner showed and auto-update reloaded for nothing. When
startAppUpdateChecks knows the page's release and the server's newest release
matches it, the waiting worker is activated without a prompt or reload. A
newer release is still announced. Release 0.16.1.
