RAG 0.22.0 — owned web indexes

Adds durable selected-site web indexes: PostgreSQL frontier and leases, robots-aware bounded crawling, conditional requests, source history, tenant-scoped active-version retrieval, generation rebuild/activation, and reviewed entity projections. Includes authenticated Elysia plugins, cancellable workers, typed clients and React/Vue/Svelte/Angular/HTML/HTMX flows.

Evidence improvements preserve surrounding context, reject fabricated quoted wording, support extraction without planning, and adapt isolated readers without mixing page attribution.

Validation: full RAG suite and focused PostgreSQL/framework regressions; release CI passed. See WEB_INDEX.md for configuration, operation boundaries and reproducible benchmarks. npm availability can lag upload acceptance; consumers should verify public metadata and tarball integrity before upgrading.
