Night Vision - Add White Phosphor NVGs

When merged this pull request will:

• Adds White Phosphor NVGs in Gen3/Gen4/Wide.
• Direct continuation of Nightvision improvements (White Phosphor tubes support) #6190
• The original authors are credited in authors.txt
• Moved things to stringtable as requested in original PR.
• Used the alternative colorPreset provided in a comment on that PR in this one. (Comment mentions an issue with FFV, but not present on this.)
• both colorPreset are now defines.
• Issue mentioned with A3 Thermal Improvement I haven't reconfirmed, I don't use it.
• Close Nightvision improvements (White Phosphor tubes support) #6190
