This patch makes interrupted consolidation easier to recover safely.

  • Add smem consolidate --resume --brain default to continue the checkpoint's saved strategies, reference time and completed work. Reject conflicting flags and checkpoint changes under the consolidation lease.
  • Restore six known nullable fiber fields omitted by SurrealDB before validating staged census hashes and comparing immutable retries. Persisted census pages and checkpoint compatibility remain unchanged.
  • Clearly report that no strategies ran when consolidation is blocked, without misleading eligibility or health suggestions.

The fix includes unit regressions and an isolated SurrealDB nullable-field round-trip test.
