Foch is an EU4-only alpha. Installing it does not make it ready to merge: the first run needs an EU4 base-data snapshot built from your own game installation (foch data build eu4 --from-game-path <EU4> --game-version auto --install). Whether merge quality has passed product acceptance at this release is recorded in the project status; see the current boundary before merging a playset.

Known dependency issue
This release includes rustls 0.23.40, affected by the moderate GHSA-2mjx-qc3c-rqvc TLS handshake-boundary issue. Upstream states that handshake authentication remains intact. The fix is available in rustls 0.23.45; a Foch dependency update is tracked for a subsequent release. Offline merge processing does not use TLS.
