Upgrade notes

• Postgres webhook delivery (#1606): PgWebhookDeliverySupervisor never sent task webhooks enqueued through send_mcp. 9.3.0 fixes the queue, and create_schema() makes webhooks already stuck in the queue deliverable, so after upgrading, previously undelivered task webhooks will be sent, deduplicated by their idempotency keys.
• AdCP 3.2.7: the SDK now pins signed AdCP 3.2.7 (from 3.2.4), picking up the 3.2.5–3.2.7 schema patches.
• New APIs: MEDIA_BUY_TERMINAL_STATUSES, is_terminal_media_buy_status() and the observed media-buy transition graph in adcp.decisioning.state_machines (#1604), and PgNotificationOutbox.enqueue_prepared_sync() for synchronous business transactions (#1607).
