💥 Breaking Changes

• setSidebarIcon() now rejects with SidebarError in Opera
  for both manifest versions instead of calling its broken native API.
  Guard dynamic updates with canSetSidebarIcon() and use
  sidebar_action.default_icon for Opera's initial sidebar icon.

• sidebar: add icon capability checks and block Opera icon changes (5b7bad5)

  Add canSetSidebarIcon() and share its compatibility check with the strict
  setter. Block native icon calls in Opera MV2 and MV3: MV2 changes the
  toolbar icon instead of the sidebar, while MV3 denies access. Keep Firefox
  arguments and errors unchanged, without icon-map adaptation.

  Refresh the Sidebar reference, document the temporary Opera restriction,
  and cover capability checks, browser behavior, exports and consumer types.

🐛 Bug Fixed

• tabs: reuse matching tabs without creating duplicates (0ba3f78)

  Search every URL query result for the requested tab ID and preserve ID 0
  in both reuse helpers. Cover matching, fallback creation, and native errors.

  Refresh the Tabs API reference with examples, permissions, accurate native
  behavior, and a single method list matching the other API pages.
