There are cases when a new folder is synced, it has config files in it, but the gateway doesn't reload. This happens b/c when a new folder is added it's only being watched for changes or for new files, while the existing files in it are ignored.
This is not a correct behavior; in the same way that a new file causes a reload, new directories should have the same effect; same behavior is expected for remove events too.
