  1. Open some documents and make some changes in those documents.
  2. Click X button from the title bar or select File > Exit.
  3. When you get a prompt asking you to save modified documents, repeat step 2.

Result: Brackets quits.

Remove "Win Only" flag since this affects mac too. Confirmed fixed. Closing.
