v0.7.0 — Persisted capability index

Highlights

• Pre-built capability index: spiderswitch index build persists ~/.spiderswitch/index/capability-index.json; MCP startup loads JSON directly (no YAML re-parse).
• 8 MCP tools: query_index, record_experience, plus existing routing/switch tools.
