Implement samples representation

In response to #23, a collection of samples should be another way to initialize a PDF object, and there should be a function to generate samples from any of the other representations.

I started working on this in a local branch, but it really needs #38 first. @drphilmarshall how's that going? (Thanks!)

Just merged! I made a couple of comments but I think you already know what it woudl be good to do later (ie come up with an algotithm for choosing the quantpoints).

Since the histogram representation was extracted from the truth directly and not via samples, this issue can be postponed to post-launch.
