Cloud DevOps MCP Server v0.3.0

Adds assess_cloud_change_bundle, an eighth read-only MCP tool that correlates Terraform, AWS IAM, Kubernetes and GitHub Actions evidence into one auditable release-risk assessment. Includes domain summaries, correlated finding IDs, potential change paths, base risk, bounded correlation adjustment, environment adjustment, release gate, remediation, updated docs, and corrected demo schemas. Verification: 20/20 tests pass; 87.25% statements, 75.23% branches, 91.17% functions, 90.21% lines; production dependency audit reports 0 vulnerabilities.
