Is your feature request related to a problem? Please describe.

Stand-alone agreement just let user experience Nacos function, and stand-alone mode itself is not recommended production deployment mode, if enabled agreement in stand-alone mode, meaning is not big, but will increase the cost of the single running mode, so the single mode, service module persistence services enable a Raft without agreement

The usage of persistent service module for consistent protocol should be divided into cluster mode and stand-alone mode
