v0.11.1: status and list honor verification.layers

A focused patch that finishes the verification.layers fix from v0.11.0 — status and list now read declared layers the same way validate and archive do.

Fixed

  • status and list read verification.layers (#96 by @replygirl, fixes #83) — a change whose only outstanding item was a row tagged with a project-declared layer (e.g. @uat) passed validate --strict and archived cleanly, yet cospec status --json and cospec list --json reported archiveReady: false with verification/layer-unknown. Both commands now pass the project's declared layers into the verdict, so all four archive-readiness surfaces — validate --strict, status, list and archive — agree. Automation that trusts archiveReady is now correct for projects that declare extra layers. An undeclared layer still fails closed with archiveReady: false. The extraLayers argument is now required throughout the verdict chain, so a future caller can't silently omit it and reintroduce the bug.
