[enhancement] Note run "serverless config" before "serverless deploy"

之前莫名其妙的遇到plugin找不到的问题，尝试摸索了一下然后发现这个方法比较有效。

开了 SLS_DEBUG=* 后发现时serverless找不到 lodash，坑好多

sinon, lodash are missed

Interesting, npm somehow miraculously figured out the dependencies and installed sinon and lodash to my node_modules, so my tests have been passing just fine, and I have never noticed this even after multiple rm -rf node_mudules && npm install...

Regarding the title of OP: no, this plugin does not support serverless config, at least not for now (neither do a lot of non-AWS providers. Only AWS and spotinst support that ATM). To do that we will need to implement the config hook first and submit a PR to the upstream adding aliyun to the list of supported providers. I'll put this on my backlog.
