Add extension trait OtterscanTxResp: TransactionResponse with trait method

fn otterscan_api_truncate_input(&mut self);

implemented for alloy_rpc_types_eth::Transaction as

fn otterscan_api_truncate_input(&mut self) {
    self.input = self.input.slice(..4)
}
