Use GOV.UK front end to 6.6.0
Fix #553 introduced by removing main wrapper

Updated gem packaging to include GOV.UK Frontend, Nunjucks and all required production npm dependencies.
Excluded development-only npm dependencies from the published gem.
Updated JavaScript test and lint tasks to install development dependencies explicitly.
Updated the release workflow to read the gem version without evaluating the gemspec.
** Includes changes from 6.5.0 **
potentially breaking: enable_govuk_components has been removed from the config as these are now required for the header and footer. If you are using this value for custom code or templates you should address this before updating.
