mass flux unit of Neumann BC for surface flow #26

The unit for Neumann (mass flux) boundary conditions (https://github.com/amanzi/ats/blob/ats-0.88/docs/input_spec/ATSNativeSpec_dev.rst#neumann-mass-flux-boundary-conditions) for surface flow should be [mol m^-1 s^-1]. The unit for subsurface flow is correct [mol m^-2 s^-1].
