Sets every package to 0.1.0, dates the changelog, and changes the
install wording from a pre-release note to: the packages install from
npmjs with no token, and a dev build of main installs from GitHub
Packages. Adds --skip-gate to release.mjs stage for a commit with a
green CI run, because two workspace tests fail locally on macOS (a
Python gilstate fault) and CI on Linux passes.

After this merges: tag v0.1.0 on the merge commit, then stage, verify
and promote from the owner's machine.
