UiArea: setCursor

There is uiAreaBeginUserWindowResize for creating custom drawn resize controls, but there is currently no way to set the cursor to give the user feedback, e.g. like this:

(These resize cursors shouldn't be the only ones to get added.)

uiAreaBeginUserWindowResize() would handle its own cursors. I do want to add a generic SetCursor(), though.

uiAreaBeginUserWindowResize() would handle its own cursors.

uiAreaBeginUserWindowResize() can only be called if the mouse button is actually pressed (otherwise Windows behaves funky). But that cursor is especially needed before clicking and dragging.

I'm currently doing a toy project about a web browser, and so I also need a generic setCursor() support which is not available for the moment :/
