[mat-spinner] Global diameter configuration

Default diameter of mat-spinner can not be specified globally.

What is the expected behavior?

Allow to specify the default diameter value.

What is the current behavior?

Default diameter is 100.

Which versions of Angular, Material, OS, TypeScript, browsers are affected?
