ibazel cmd on Windows / update ibazel

Bug, feature request, or proposal:
When I run any yarn ibazel command it fails and displays:

FATAL: Your platform/architecture combination NaN is not yet supported.
    Follow install instructions at https://github.com/bazelbuild/bazel-watcher/blob/master/README.md to compile for your system.

What is the expected behavior?
To run bazel command specified as persistent process.

What is the current behavior?
FATAL ERROR message is displayed.

Environment

• Material: components-srcs:8.0.0-rc.1
• Yarn Version/Bazel Version: 1.14.0 / 0.26.0
• Operating System: Windows 10 Enterprise

When I update @bazel/ibazel to 0.10.3 the binary launches - however any commands yarn ibazel test seem to hang for me.

EDIT: ibazel does run however I start to get errors - assume this is not ibazel just rules themselves
