Add support for mouse-down drag on mat-tab-group component
right now with a long list of tabs you have to click many times to scroll through.
would be great to just hold down the mouse and swipe in each direction.

Holding down the mouse button to scroll is already supported.

this is nice but not very popular among UI and I am worried many will not use it.
also, in a very long tab list you need to get "lucky" as to where it will stop.
hold / drag / swipe with elastic progression is better and more common UX for non mobile and mobile users, my 2 cents.
