Tooltip layout and UX

Currently Tooltip components will auto-show within 100ms after hover (of enabling element); and the tooltip will auto-position at the bottom of the element (or top if no room is available at bottom of element).

Questions:

• What is the showDelay value best used?
• Does the delay value depend upon element types?
• Should we allow configuration to position tooltip to left, right, center, or relative offset to these ?
