ripple effect causes scroll-bars

I have this problem where the riple effect causes scroll-bars in both IE11 and chrome.
below is a partial from a screenshot, that shows the effect. Firefox seems unaffected.
I have created a plunk that reproduces the issue.

Could we look into re-opening this issue? I'm having similar behavior in chrome when ever i use a toaster or a sidenav. Additionally, just noticed that I get scroll bars from tool tips if the tool tip is close to the edge of the page.
