Textarea resize handle not account for scroll position

Actual behavior:

• What is the issue? - The textarea resize handle doesn't account for the body's scroll position, which makes it inaccurate when the body has been scrolled.
• What is the expected behavior? - The textarea should account for the scroll position.

• Details: Try draggining the textarea until the body is scrollable, then try resizing again, the handle doesn't follow the cursor around properly.
