$mdToast: Opens behind dialog backdrop

If you attempt to use $mdToast while a dialog is open the toast appears behind the dialogs backdrop. This should be a simple z-index bump on the toast if it conforms with material design. I'm pretty sure theres nothing against showing toasts while a dialog is open.
