Idea: surface information about latency for webdriver commands

This could be helpful for debugging where some environments (e.g. travis -> sauce) have much longer command round-trip times than others (local -> local).

I'm working on getting this set up, with local versions working well. However, for sauce labs, it's difficult because their logs are not available until after the test finishes. See https://support.saucelabs.com/entries/60070884-Enable-grabbing-server-logs-from-the-wire-protocol
