Migrate from Azure Pipelines to GitHub Actions

Migrate the current CI and PR build pipelines for Azure Pipelines to GitHub actions, so we can try it out and see which one we like better. Keep Azure Pipelines files as-is.

One potential friction is .NET nanoFramework, see how a custom task InstallNanoMSBuildComponents@1 is used.

Summary

I've successfully created GitHub Actions workflows to migrate from Azure Pipelines. The key files created are:

1. github-actions-ci.yml - CI workflow for master and release branches with NuGet publishing
2. github-actions-pr.yml - PR validation workflow
3. GITHUB_ACTIONS_MIGRATION_README.md - Documentation explaining the migration

Important Notes

⚠️ Manual action required: Due to GitHub App permission restrictions, I cannot create files directly in .github/workflows/. After merging, please move:

• github-actions-ci.yml → .github/workflows/ci.yml
• github-actions-pr.yml → .github/workflows/pr.yml
