Add Mass.ShortTon abbreviation: "ST"

Add "ST" as an abbreviation for short ton. Common usage in nuclear industry to distinguish from metric tons.

Checked and didn't see any abbreviation conflicts. "Stone" (st) and "Stokes" (St) are similar, but different case.
