Add a Discussions page to the repository #247

Description of the modifications
This repository doesn't have "Discussions" page. In adding a standardized "Documentation and issues" section to our libraries, the README, which is reused in the overall RST file for the docs, should look like this:
On the PyDYNA Discussions <https://github.com/ansys/pydyna/discussions>_ page or the Discussions <https://discuss.ansys.com/>_ page on the Ansys Developer portal, you can post questions, share ideas, and get community feedback.
However, because there is no Discussions page for this repo, in PR #253. I had to leave out the beginning of the preceding sentence.
