  • toolroll release rides out a short network failure instead of
    stopping.
A read from GitHub or git (gh api, gh pr list,
git ls-remote, git fetch) that fails for a passing reason (no
connection, a name that didn't resolve, a timeout, a 5xx, an answer cut
short, GitHub's secondary rate limit) is asked again with backoff for up
to about three minutes, saying why once; then it stops with the original
error. A definitive answer (404, 401/403) is never asked again. A merge or
a tag is never sent twice blindly: after a lost answer the release reads
GitHub to learn whether it happened, and asks again only when it didn't.
When main's branch protection can't be read, the release now says
"Couldn't read GitHub's branch protection" instead of "main's protection
    doesn't hold", and still stops.
