This will hopefully help grab the attention of issue reporters to direct them to JIRA better than the current text.

How about using the ARROW project link here? https://issues.apache.org/jira/browse/ARROW

Might also be good to note that ASF JIRA is free and open to the public and anyone can sign themselves up for an account (that wasn't obvious to me before I was involved and isn't the case with bug trackers for some other projects.)

Is "not sure this is a bug or feature" something we want a GH issue for? It's easy enough to flip a JIRA from bug to feature.

I rewrote this section to not encourage issues to be opened at all
