Why do we need to listen labeld and edited?

After the owner's first non-standard submission, we will remind it and call the doc info missing tag. When it is edited or labeled, the bot will check the content and tag again. When an appropriate document description is added, the bot will delete the doc info missing tag and leave a message to remind.

To improve doc workflow efficiency, we want to introduce Bot to Pulsar community
