[CPP] Support V4 TsFile

Implemented the writing process for the table model. The following still need to be implemented/fixed:

1. Add support for the tree model in v4.
2. In the table model:
   • Fix the serialization and deserialization process for device names in the index section.
   • Implement LogicTableSchema.
   • Support encryption.
3. Add support for aligned time series in the table model.
