Improved expanded code

This release of DecimalMacro allows you to write code like:

#decimal(3.24)

And have it expand at compile time to code like:

Decimal(sign: .plus, exponent: -2, significand: 324)

In other words the expanded code no longer relies on parsing string values at runtime.
