Fix custom Vale rules #1908
Description
Currently there is a lot of troubles with our custom Vale rules especially:
- Capitalization rule
it throws a lot of false positive even when ignored scopes are properly set up.
Temporarily I'll turn off the rule and work on this issue separately.
The acceptance criteria is to have as little false positives (I doubt none is possible) as possible and then turn the rules back.
We need to take a look at all ignored regexes and current Vale features.
