• fix(bi): a private published dashboard is visible to its owner only (#305)

Security:

• A dashboard published with private visibility was visible to every logged-in user: listed in /dashboards/shared, readable through /dashboards/public/{slug}, its charts through /public/charts/{chart_id}/data, and its data computed through /public/dashboards/{slug}/data (added in v0.2.64). It is now visible to its owner only. public and organization visibility are unchanged.
• Upgrade recommended for every deployment, v0.2.64 in particular.

Behaviour change:

• Dashboards already published as private are no longer visible to other users. Publish them as organization or public to share them.
