v5.9.4: Include database label in stuck job reports

When multiple application instances share a common log directory, the error logger might deduplicate otherwise identical "Stuck jobs report" emails based on their message hash. Prepending the database name to the report message ensures unique identification for each instance, guaranteeing all relevant reports are delivered.
