v5.9.5: Include database label in all BackgroundQueue exception messages

When multiple application instances share a common log directory, the error logger might deduplicate otherwise identical critical exception messages based on their hash. Prepending the database name to these messages ensures unique identification for each instance, providing crucial context for debugging and guaranteeing all relevant errors are delivered.
