v1.3.27: feat: Extract log moving logic into a dedicated LogMover service

The core logic for moving logs from the application database to external storage is moved from the `MoveLogsCommand` into a new `LogMover` service.

This refactoring enables the log moving process to be executed independently of the console command, allowing it to be easily integrated into background jobs (e.g., via a message queue) for continuous, frequent operation. The console command now acts as a thin wrapper for manual runs and dry-run reporting.
