The `files:delete-orphans` command previously failed if any configured data directory did not exist.
This behavior is problematic for optional directories, like the private data directory, which may only
be created upon the first file save.

This change allows the command to skip non-existent directories and continue processing any existing
ones. The command will now only fail if *all* configured data directories are missing.
