feat(rust): remove dev deps and find direct deps for Cargo.lock

Description

Cargo.lock files don't have information about dev and direct deps.
Parse Cargo.toml files along with Cargo.lock to remove dev deps and find direct deps.

TODO:

• add support of workspace
• add support of target deps
• add tests
• update docs
