Arduino IDE stalls momentarily in TOOLS dropdown menu

Just downloaded Arduino 1.0.4
The drop down menus at the top of the IDE all work.
When the cursor hovers over the words
FILE EDIT SKETCH TOOLS HELP
The words change to gray instantaneously.
When TOOLS is selected there is a 2-3 second delay before the dropdown menu appears.
When the drop down menu is active and you move the cursor over to FILE, EDIT, SKETCH, or HELP the drop down menus change accordingly and instantaneously
but when the drop down menu is active and you move the cursor to TOOLS, it will once again stall for 2-3 seconds.

This is happening on my WIN8 64bit laptop... a reboot did not change the issue.

I think it is because it is enumeratig the serial ports.

This has been fixed with a patch to RXTX (that scans and lists serial ports). The fix will be released with IDE version 1.5.3.

If you are brave enough, you can try the nightly version, which contains all the latest fixes and improvements: go to http://arduino.cc/en/Main/Software and look for the "Nightly Builds" paragraph. Mind that these are development versions, not official releases and they are intended to have feedback from users and contributors.

I misread thinking the fix was in 1.0.3 not 1.5.3
Just wanted to double check that this is correct.
I am now using 1.0.5 and the problem is still there and really slowing me down during troubleshooting specially...
So this means that the solution is there but not ready for release yet???

http://servicios.ried.cl/arduino/ replace your rxtxSerial.dll with my fixed library until they fix it in the official one
