Arduino IDE not displaying Tools | Serial Port menu

When I have opened the Arduino environment and drop down the Tools menu, the Serial Port menu is grayed out, and I cannot enter it. I am using an Arduino Uno board, and am running the Arduino 1.0.5 in Windows 8.1. Previosly, when I ran the IDE on my old computer with Windows XP, it ran perfectly well. Any help would be appreciated.

It is probably because of the Windows 8 hardware driver issue.
Please follow the fix here : #1757 and see if it resolves the issue ?

When I went to settings, following the instructions were impossible, as there was no "general use" tab on the left. The problem may be that I am not administrator.

Found these instructions, they might help :

• Hold the shift key clicking on the restart option in the settings charm (not Turn off!!!!!) to launch the advanced startup;
• The system will restart and will appear a "choose an option" screen (what a specific title), click on the "troubleshoot" tile;
• Now click on the "advanced option" tile;
• Now click on the "startup settings" tile;
• Click on the "restart" button and the system will rebbot again;
• Now will appear the "startup settings" screen, press the "7" key or the "F7" key to select "disable driver signature enforcement".

I have disabled driver signature enforcement. The IDE is still not displaying the menu. Did I cut the installation process off, losing data?
