Library Files Should Open Read-Only

When navigating to symbols outside my sketch, those files should be opened in read-only mode and also the language server should not propose anything that requires editing (i.e. completion, diagnostics, code actions, formatting, etc.).

This cannot be solved in the Arduino language server, but only in the IDE. Shall we transfer the issue to arduino-editor?
