Adding a library for 2.4GHz Lora Functionaliy

This library communicates with an sx1280 over the SPI bus. The communication is dictated by the module I have been using, which will have an Arduino Uno shield coming soon. In the library I include the setup, outbound messaging, and message receiving for an sx1280.
