chore(release): prepare v0.31.1 [release:v0.31.1]

Bump the workspace, the pinned engine dependency, server.json, and the
quickstart image tags to 0.31.1, and date the changelog.

v0.31.1 adds gate --require-policy and the fail-closed policy fix (#508),
and cargo-binstall metadata for the prebuilt release binaries (#509).
