Add a UseHttps overload to allow using the default certificate #2166
Description
Today the default dev certificate is only accessible via the UseUrls configuration path. It would be helpful if the Listen APIs could also request the default certificate.
We may also want to provide a first class way of replacing the default certificate in code. This would allow the app to use the dev default in development and specify a different default in production.
